That link is certainly not dead, but it refers to the official
documentation, while you asked about the wiki.

Please note that the help.ubuntu.com/community/* pages make up the
community help wiki, and - to put it simple - that wiki is not translatable.

The rest of help.ubuntu.com consists of official documentation, and - as
I mentioned in the answer[1] - both the Ubuntu Desktop Guide and the
Ubuntu Server Guide are translatable. These are places where you can
translate those sets of docs:
