I recently wrote a program called SteekyTV for Linux. I'm not sure if it has BBC Parlaiment working yet but it's something I will check into. There are a few BBC video feeds in there and it's all updated server side. The program is in the very early stages of devlopment but seems to work on Edgy.
The address for the download is http://steeky.com/stvlinux You need to have gmbas installed as well as the win32codecs. If that channel doesn't work yet I will try and get it working.
