This means you have a Skype client already running that is locking the data
files.

When you click the Close button on the Skype client, it continues to run in
system tray. On systems without a system tray, this behaviour can be
unpredictable.

Try opening a console and typing "killall skype", if you don't get an error,
then the previous instance was killed and you can start it again.
