FWIW, I am with Homecall for broadband and phone (it's *CHEAP*). Their broadband was actually provided off the back of Tiscali's services, though as a customer you never see/hear or deal with Tiscali themselves.
Although I have heard a lot bad about Tiscali, I used them for dial-up before switching to broadband, and didn't have any real problems. Recently though, *Pipex* bought Homecall... within a few weeks, every protocol except HTTP was being throttled (as good as blocked) in the evenings and at weekends. That is, no IRC, Jabber, even SSH, telnet. After a fixed number of bytes were transferred, the connection would hang (stay open). In the case of IM, I would often get messages sent at 5PM arriving at midnight. I complained a lot to their technical support, who eventually owned up that they were "prioritising" traffic on the network. I was reminded that "bandwidth is a finite resource". :) Anyhow, in the past month or so things have improved, so perhaps enough people complained. A month or so down the line and I would have been switching supplier. Matthew.
