When you install plugins (eg. gstreamer etc...) are they availible for all users on a system or just for who installed them?

Basically anything that requires you to enter your password is available to all users. This includes anything installed via synaptic, add/remove, apt-get, aptitude. Anything installed as a browser plugin/extension which does _not_ ask for your password is installed in your own home directory and as such is only available for that user.
