It is generally a Bad Idea to start downloading it before it is officially announced. They put the isos on the main mirrors so that the other mirrors around the world can start downloading them. If you start downloading before the announcement, it takes longer for the necessary number of mirrors to get a copy because you steal their bandwidth, and therefore delay the release announcement.
