  web browser displays javascript alerts for background tab

Bug description:
  If the browser has multiple tabs open, a javascript dialog for a background 
tab will display on the currently visible tab. 
  The dialog should either display when the user switches to the tab that is 
associated with the dialog, or the browser should automatically switch to the 
tab that is associated with the dialog.
