For me this began after following the instructions at
http://ubuntuforums.org/showthread.php?t=1130582 (for "optimal") as a
remedy for X crashes (bug #355155) in Jaunty.

mikelifegu...@mikelifeguard-laptop:~$ uname -a
Linux mikelifeguard-laptop 2.6.29-02062904-generic #02062904 SMP Sun May 24
00:14:52 UTC 2009 i686 GNU/Linux
mikelifegu...@mikelifeguard-laptop:~$ lspci | grep VGA
00:02.0 VGA compatible controller: Intel Corporation Mobile 945GM/GMS,
943/940GML Express Integrated Graphics Controller (rev 03)

This seems to be a known issue with the Intel driver;
http://intellinuxgraphics.org/2009Q1.html says:
* VT switch broken on some machines: bug#19578
(https://bugs.freedesktop.org/show_bug.cgi?id=19578)

** Bug watch added: freedesktop.org Bugzilla #19578
