I'm starting to wonder if there is another separate driver problem hampering the RS690 chipset. You did mention that your CPU wasn't being pinned high anymore. I think that is the main fix that this patch brings, but my chipset is RS482 Xpress 200M, so it may be a different problem as well. If you had fglrx drivers installed previously did you run the command: sudo apt-get remove --purge xorg-driver-fglrx
