There are so many more factors that could be causing this into this than just what you listed, is there a reason you don't just upgrade to karmic fully? Can you see if it behaves differently on a kubuntu karmic livecd? pm-utils in jaunty doesn't handle KMS quirks for suspend/resume, and acpi-support is different in karmic as well. A more preferably way to go about it if you want to stick to jaunty and venture into unsupported territory is to use this PPA to handle mesa/xserver/intel and the kernel.
https://launchpad.net/~xorg-edgers/+archive/ppa /proc/acpi/video/*/DOS is handled differently in karmic as well, hotkey- setup isn't used any longer here. On the mainline kernels I don't believe the acpi video module is linked to i915 correctly for KMS usage because KMS is not enabled by default there.
