Verified the cause being ia32-libs containing a very old mesa snapshot which is getting used on amd64 (which flash uses for the 32 bit plugin) by testing the amd64 flash plugin (which worked) and then updating ia32-libs and using the 32 bit flash plugin (which also worked). Mesa 7.9 did not contain functional sandybridge GL support and DRI was disabled completely to work around it in maverick but it has been reenabled in natty and is unfortunately using the old broken mesa 7.9 for 32 bit apps.
