The proper solution is to work on the patch at https://bugzilla.gnome.org/show_bug.cgi?id=537457 Once this is done, both Arabic and Khmer will work out of the box.
I am not motivated to work on this at this time ;-'(, so what some people can do is use the nasty workaround that enables 'XIM'. To use 'XIM' is a workaround, it we should not become part of Ubuntu.
