I still notice the issue here, on a fully-updated HP Mini 110. Letting the screen turn off by itself seems to be what triggers it; it will turn back on from standby just fine. It also seems to go out if you plug in an external display and try to switch screens.
Additionally, I think that it may just be the backlight: if you hold a light up to the screen, you can see a faint image of your desktop.
