I forgot to mention (not sure if relevant) that it's a Logitech USB
keyboard, but the same problem happens with a PS/2 keyboard.

Results of xprop -root:

_XKB_RULES_NAMES_BACKUP(STRING) = "evdev", "pc105", "us", "intl", ""
_XKB_RULES_NAMES(STRING) = "evdev", "pc105", "us,us", "intl,",
"grp:shift_caps_toggle"

gconftool:

 layouts = [us  intl,us]
 options = [grp grp:shift_caps_toggle]

BTW, the debugging web page you sent says it might be out-of-date as of
Intrepid. How current is that page? Is there anything else needed for
this report?
