This was filed against the wrong driver package. -keyboard is no longer maintained; keyboards are managed via the -evdev driver now. However, hotkeys generally are not X keyboard driver issues but rather something lower down in the stack. See https://wiki.ubuntu.com/Hotkeys for directions on troubleshooting these; I'll set to the kernel meantime, although it may be some other package in the stack.
