Is there anything that could be done to raise the priority on this? The
problem appears to have been around for a very long time. I've switched
back to Linux after many years on Windows in various development
environments. I'm very impressed with how Linux has progressed, but it's
frustrating and embarassing to be limited to a single monitor in a
development environment.

I've experienced the same failure (VGA inoperable, DVI works as
expected) in Ubuntu 11.10 on a Toshiba M700 with docking station. This
problem appears to affect multiple Intel Chipsets and probably is having
a combined effect larger that is being tracked on  individual bug
reports  across organizations.
