Public bug reported:

I installed 10.04.4 on this system, applied all -proposed updates as of
today, March 18, 2012, including the 2.6.32-40 kernel which is what I'm
testing. The system boots up but then refuses to enter graphical mode.

If I run sudo service gdm start manually, I get the "low graphics mode"
prompt, but if I ask the system to start in low graphics mode it just
hangs there telling me to wait. If I press the button on-screen it just
dumps me back to text mode.
