Public bug reported:

The problem: The Scroll Lock key doesn't seem to be properly supported
and its LED doesn't toggle within X.

As a concrete example, press Ctrl-Alt-F2 to get into tty2, login and
then type top. Pressing Scroll Lock will pause the task list, and
pressing it again will reënable dynamic updates with the LED responding
accordingly. As an another example dir -Rl can be used and this is also
true for extracting a big tarball, compiling something etc. I would
expect the same useful behaviour from within GNOME Terminal (or any
other terminal emulator), but currently it just doesn't work. As the
corresponding LED isn't toggled I can't figure if this limitation comes
from X or from the terminal emulator but getting the same result with
konsole, LXTerminal and xterm as well makes me think that our suspect is
X.

On the other hand mapping an application launch to Scroll Lock does
work, but then there's the LED which isn't toggled, these reports about
keyboards whose back-light doesn't work because they rely on this key
(bug 886677 & bug 912044) and this terminal issue, so something is not
right.

Expected results: The Scroll Lock key should be supported like any other
key of a standard keyboard and pressing it should toggle the
corresponding LED – as Windows does :P

PS: Please note that attached data may show that I have two mice, this is not a
mistake and apport didn't go postal. I've got one on a USB port and another one
on PS/2, simply because I'm too lazy to crawl under the desk, move the tower
and fight with the cable spaghetti to remove the unnecessary mouse. There's
also two connected keyboards, one on USB and the other one on PS/2 with
different language layouts, and as the Scroll Lock LED is currently not used by
GNOME I assigned it to be lit when I use the alternate layout.
