It already appears to be enabled:  "Synchronization with vertical
refresh (swap intervals)" is set to "Always synchronize with vertical
refresh, application chooses the minimum swap interval".

I tried setting it to both "Initial swap interval 0/1" settings, but all
three settings gave the same visible tearing in fast moving video
updates.
