I don't know which update caused it, but I noticed this last week too. I can scroll normally with Firefox, but touchpad scrolling in any GTK app only works when moving the cursor to be on top of the scrollbar, which is quite a bit of a usability regression for touchpad users, especially at this point in the cycle.
