The marking this as a duplicate of bug 541595 was incorrect.  The first
failure here follows:

dpkg: dependency problems prevent configuration of libgcc1:i386:^M
 libgcc1:i386 depends on libc6 (>= 2.2.4); however:^M
  Package libc6:i386 is not configured yet.^M
dpkg: error processing libgcc1:i386 (--configure):^M
 dependency problems - leaving unconfigured^M

then later on we run into

dpkg: regarding .../hostname_3.06ubuntu1_amd64.deb containing hostname, 
pre-dependency problem:^M
 hostname pre-depends on upstart-job^M
  upstart provides upstart-job but is unpacked but not configured.^M
dpkg: error processing /var/cache/apt/archives/hostname_3.06ubuntu1_amd64.deb 
(--unpack):^M
 pre-dependency problem - not installing hostname^M
dpkg: error processing hostname (--configure):^M
 package hostname is already installed and configured^M
Errors were encountered while processing:^M
 hostname^M

which is what caused the duplicate marking.
