Public bug reported:

On any Ubuntu 12.04 system, a shift function key press (such as
Shift-F1) will register as a function key press without the shift (F1 in
this case). This breaks all types of software.

To see the problem in action, open terminal (Ctrl-Alt-T), Edit->
Keyboard Shortcuts, click an item to change the accelerator then press
"Shift-F1". You will see that the Shift does not register, only the F1
key.

This was purported to be a fix:

but I see these changes were included in Rev78 f lp:xkeyboard-config ,
which made it into 12.04 already if I am reading correctly.
