I tried Option "TearFree" "true" with intel driver git version 
146959dd5ef28384a3db4fce4bf7840f2b3ec58c or Intel 2.20.2 (with SNA acceleration 
enabled) + kernel 3.4.7 + vlc 2.0.3 and I did not have tearing anymore even 
disabling vlc fullscreen option.
