Unfortunately, I'm currently at an impasse regarding the next step.
However, I did bring this bug report to the attention of the Ubuntu X
team (maintainers of fglrx-*) as per
https://lists.ubuntu.com/archives/ubuntu-x/2012-November/001237.html .

At this point, no need exists for you to wait to swap the card out.
