Ok, so there is a work around, it appears the problem exists in power management within KDE.
Enter system settings, power management, then enable all power management on all tabs (applying it as you go through them), then disable it again. This _should_ correctly disable DPMS and power management won't try to re-enable it again. If this doesn't work, clear your powermanger rc's in KDE config and try the above steps again.
