I have had this problem for years and it is the sole reason I had used the proprietary ATI driver.
Unfortunately new versions of the ATI drivers don't support my card anymore (Radeon HD 4670) so I am kind of waiting for a fix on the open source driver side ... If you don't want to trouble yourself too much I guess there are two options. One is to use an older linux distro such as Ubuntu 12.04 or Debian 6 (CentOS 6 might fit as well).
