Public bug reported:

I'm using Ubuntu 13.04 dev with xserver-xorg-core 2:1.13.2-0ubuntu1.
Normally using X -help works without a problem as user. If a non-
existing option is used X will show the help too - but just if the user
has enough permissions:

sworddragon@ubuntu:~$ X -invalid_option
X: user not authorized to run the X server, aborting.

** Affects: xorg-server (Ubuntu)
     Importance: Undecided
         Status: New
