Hello, With dual monitors connected I shut down the offending laptop. As usually happens with both monitors connected - both screens go black - and shutdown apparently stops.
I tried to connect vis ssh from another networked computer - got the message "connection refused". Unplugging the second monitor resumes the normal shutdown.
