There is no way to switch the wallpaper file during a session yet, but
you can set it in weston.ini before starting a session.

See the weston.ini man page, SHELL SECTION.

 background-image=file

What should be the expected behavior?

It's possible to configure the background. Setting invalid, because this is a 
support request. If you need the ability
to configure the background on-the-fly, please reopen and state it explicitly. 
If you need auto-detecion of the preferred
system background file/configuration in Weston, this most likely won't be 
provided at this point.
