I'm seeing the same behavior on an HP 530 laptop (don't have it in front of me at the moment; it's either a 945GM or 940GML chipset according to specs) after an upgrade from 12.10 to 13.04. A workaround I've found is entering the GRUB menu manually and booting with options "quiet splash" removed.
Also worth note is that I have removed those options by default by editing /etc/default/grub and running update-grub.
