$ubuntu-bug xrandr -> package xrandr does not exist

hmm..

when I do this:

xrandr --output LVDS1 --scale 0.8x0.8

the screen is shown 'zoomed in' initially but when the mouse hits the side of 
the screen (and I expect it to pan),
the screen zooms out again (probably to 'scale 1)

The output of xrandr before and after this is the same.
