I discovered that <Shift><Clear> was mapped to the open-indicators
action in dconf, preventing me from ever using the Shift key. I changed
the value to <Super><Clear> -- crippling unity because Super became the
show menu key. I remove all values to get some sense of normalcy back. I
believe that xmodemap is being ignored. The right Super and right alt
were mapped the Menu and Clear. This is no longer so according to xev.
