Thank you for taking the time to report this bug and helping to make Ubuntu better. Unfortunately, we cannot work on this bug. AMD/ATI has decided to drop the support for Linux on cards 2xxx-4xxx. This is why you couldn't find clear instructions on how to install the fglrx driver.
http://www.phoronix.com/scan.php?page=article&item=amd_catalyst_legacy2&num=1 Ubuntu (and Linux in general) cannot do anything about that. In case you want to use the fglrx driver , I would suggest to stick in a version of Ubuntu which xserver-xorg-core package is under 1.12 version. (e.g Ubuntu 12.04.1) or you can use radeon driver which is included in Ubuntu and is enabled by default.
