Public bug reported: In 13.10, every program I had maximized would lose the title bar and be merged into the global bar. But certain programs (terminator, hexchat, thunderbird, virtualbox, spotify, etc... are not. Programs with custom UI's seem to not be effected by this (PHPStorm, MySQL Workbench).
