I upgraded from 12.04 to 14.04 after which i have noticed this issue and able 
to reproduce it.
After the system discharges during suspend state and i reboot it after 
connecting power. The screen brightness is very low. 
Sometimes the decrease brightness key works which infact increases the 
brightness. Cannot increase brightness from Brightness and Lock.
