Just had this problem. In my case looks like some other program (was trying to install openbox) RENAMED amdpcsdb.default to amdpcsdb. , causing this file missing error.
Renaming amdpcsdb. to amdpcsdb.default (just added .default file type) fixed perfectly the problem, in my case. I'm at Debian Wheezy, ATI Radeon 7520, Toshiba Satellite Notebook C855D.
