Looks like is in preinst script. It backups /etc/ati folder with user settings and then tries to delete the original dir with "rm -f /etc/ati 2>/dev/null" but this fail because it is a dir. The solution is to add recursive flag, after repacking with modified preinst dpkg succesfully installed the package.
