I have suffered a similar problem for the past year on a yoga 13 (since I noticed setkeycodes e03e in syslog) on ubuntu 15.04 x86_64 with the latest updates. And I do have the latest bios (66CN55WW) since before the problem appeared.
The arrow keys behave as if they are stuck while scrolling in a browser or open office or selecting text. I have not seen the problem in a gnome-terminal.
