More information, it's possible to load the module with these instructions:

Looking at /etc/modprobe.d/blacklist-framebuffer.conf there is this comment:
# Framebuffer drivers are generally buggy and poorly-supported, and cause
# suspend failures, kernel panics and general mayhem.  For this reason we
# never load them automatically.

So it seems that the reason this module does not load automatically is
intentional.

Now that the X.org driver for this chip has been removed and it relies
completely on the framebuffer module, maybe it would make sense to look
into slightly better support for the framebuffer modules?
