I've looked in /var/log/dpkg.log and there are no errors, warnings or
the like regarding the fglrx packages.

You've marked the bug as invalid, yet I have a serious problem that I
can reproduce and is willing to help track down. Is there any specific
reason that you are ignoring it? "Reinstall and try again" isn't really
a constructive way to fix bugs IMHO.
