Public bug reported:

Once my session has been locked and the screen off, Xserver stops responding to
input ( I can still move the cursor). I can re-activate it by typing in a tty
"xset dpms force on".
If I just lock the screen all works fine.
If I just turn off the monitor (xset dpms force off) all works fine.

The same system (kubuntu 16.04 64bit) on different hardware (nvidia) has
no problem.
