It does in zesty-release. It does in zesty-proposed too, if one downgrades: libgl1-mesa-glx libglapi-mesa If one uses libgl1-mesa-glx libglapi-mesa from zesty-proposed, the Xvfb fails to spawn and thus tests fail, and the build fails.
