An apt-get update install was interrupted.

Resulted in a dpkg was interrupted, you must manually run 'sudo dpkg
--configure -a' to correct the problem.

This failed and resulted in a "You might want to run 'apt --fix-broken install' 
to correct these.
The following packages have unmet dependencies."

During this, this package failed to install dpkg: error processing package

Recovered doing an apt-get install -reinstall on that package.
