This is affecting me on Mythbuntu 16.0.4.3 - with all updates applied as of 10.09.2017. Machine is an Intel NUC NUC6CAYS.
Display is a Panasonic TV connected via HDMI. As with other users above running xrandr --output 'DP-1' --mode '1920x1080' brings the display back to life, as does restarting X11. The problem can be cured by killing xfsettingsd. dmesg and Xorg.log (concatenated together) attached so that you can get a sense of the hardware involved. Sorry not sure whether this issue is Ubuntu specific or whether the bug belongs upstream with the XFCE guys.
