Public bug reported: The Compose file for the fi_FI.UTF-8 locale at /usr/share/X11/locale/fi_FI.UTF-8/Compose contains the following lines:
<dead_acute> <dead_circumflex> <E> : "Ệ" U1EC6 # LATIN CAPITAL LETTER E WITH CIRCUMFLEX AND ACUTE <dead_belowdot> <dead_circumflex> <E> : "Ệ" U1EC6 # LATIN CAPITAL LETTER E WITH CIRCUMFLEX AND DOT BELOW Thus the codepoint "Ệ" U1EC6 is produced with two different sequences. Based on the key sequences and the comments at the ends of the lines, it is clear that the first line is a mistake. Instead of "Ệ" U1EC6, the line should read "Ế" U1EBE, a character which cannot be produced with the current Compose file otherwise at all.
