I believe the issue was originally created by that systemd change, https://github.com/systemd/systemd/pull/8762
I've submitted a revert on https://github.com/systemd/systemd/pull/10709 That change is going to have things working as designed, at least on the Inspiron but I'm unsure your issue is the same one at this point.
