That's rather a bug in the OpenSource ati/radeon driver (xserver-xorg- video-ati) and not in notify-osd. As verification I tried non-composited metacity on an intel GMA X3100 (aka i965) using xserver-xorg-video-intel and on a Nvidia GeForce 8800 GT using nvidia-glx. In both cases the non- composited rendering code-path in notify-osd worked correctly without any artefacts.
