You have been subscribed to a public bug: I tried streaming an mpeg stream (from a digital PVR) with vlc, but the result was a blank screen (I did get the audio).
The same streaming did work with mpv. It also worked with vlc on another system I have, which has an Intel GPU (rather than an AMD one).
