It's not a kernel bug. Multitouch works under Wayland but not under
Xorg.

The multitouch can work with libinput:
Section "InputClass"
        Identifier "Wacom USB touchscreen class"
        MatchUSBID "056a:490a"
        MatchDevicePath "/dev/input/event*"
        MatchIsTouchscreen "true"
        Driver "libinput"
EndSection

So we may need to change 70-wacom.conf.
