The problem with the battery icon was possibly bug 1823175 (now fixed).

** Description changed:

- I had two problems with Ubuntu 18.04 and earlier.
- 1. Question mark within the Wi-Fi icon after connecting to the internet.
- 2. Question mark within the battery icon after the battery is fully charged.
-
- I tested the 19.04 version right now and realized that my problem with the
battery icon was fixed.
- But my problem with Wi-Fi icon is still there.
+ Question mark within the Wi-Fi icon after connecting to the internet.

It should be noted that there is no problem with connecting to the
Internet, and I have full Internet access and there is only a question
  mark within the Wi-Fi icon.
